The primary source above is titled "Europe after the Congress of Vienna. 1816" As written in the title, this map shows the map of the congress of Vienna after its initiation in 1814-1815. The author of this map was credited to John Thomson and was published in 1817. The map was created to show the separation of major countries' estate after the event of the Peace of Paris which took place in 1783. This picture was taken out of an atlas that was published during the early 1800s which also contained other geographical designs, maps, charts, and even recorded voyages made by countries.
